The correct option is B


By definition of the chord of contact, it's the line joining the contact points of 2 tangents on the circle from the external point P. i.e., T1T2 is the chord of contact of the point P. For this, P has to be external, so that tangents can be drawn.

The limiting case is when P comes closer and situates on the circle itself when the chord of contact becomes the tangent of the circle itself at that point.
