For HCl
V1=300 ml
N1=M×Basicity
=0.1×1=0.1
For H2SO4
V2=200 ml
N2=M×Basicity
=0.03×2=0.06
Normality of the mixture,
N=V1N1+V2N2V1+V2
N=300×0.1+200×0.06500
N=30+12500=0.084 N
