Answer is 1) low concentration of carbon dioxide.
Glycolate cycle is also called photorespiration which occurs in high concentration of oxygen. The oxygen given during photosynthesis is utilised during photorespiration and carbon dioxide given during photorespiration is utilised during photosynthesis. When the concentration of carbon dioxide is low then photorespiration occurs in the presence of oxygen which generates carbon dioxide.
