No.of pants = 39
No.of Shirts = 66
Given that they should be packed in equal no.of bags
we need to find the common factors of 36, 66 to find that

Factors of 39 = 1, 3, 13, 39
Factors of 66 = 1, 2, 3, 11, 22, 33, 66

Common factor = 3
So there will be 3 bags of each,
