The correct option is C -23
Given,
$3 x - 51 = 5 x - 5$

Transposing 51 from LHS to RHS and $5 x$ from RHS to LHS, we get,

$3 x - 5 x = 51 - 5 - 2 x = 46$

Dividing both sides of the equation by -2, we get,

$x = \frac{46}{- 2} x = - 23$

Hence, the value of $x$ is -23.
