$8 p a i s a = 8 \times \frac{1}{100} r u p e e$
$= \frac{8}{100} r u p e e$
$= 0.08 r u p e e$
$\Rightarrow$ $₹ 4$ and $8 p a i s a = ₹ 4 + ₹ 0.08 = ₹ 4.08$
