According to the molecular theory of gases, gaseous particles have the highest energy among all three states of matter (solid, liquid and gas), thus they are in random motion.
So whenever gases are provided with available space and due to the negligible intermolecular force of attraction between the particles of gases, they can easily move around and fill the entire available space.
Thus, the gas fills the container in which it is kept.
