After Earthquake :

population = x-5 % of x

$=\frac{95x}{100}$

After people left town $=\frac{95x}{100}-8$ % of $\frac{95x}{100}$

$=\frac{1748x}{2000}$

Given : $43700=\frac{1748x}{2000}$

$\Rightarrow x=\frac{43700\times 2000}{1748}$

$=50000$
