Hot air is lighter than cold air. When a heater is placed on the floor of the room, hot air comes out the heater moves upward because of its density which is lighter. Due to this, it will keep the room hot evenly. If it is placed on the ceiling, hot air will move upward and so it will not be evenly distributed in the room. That's why, heater is placed on the ground/floor.
