The liquid rises in the tube till capillary force by the tube on the liquid in an upward direction is equal weight of the liquid acting in a downward direction.

In free fall, w = 0
The upward capillary force will remain the same. So, there will be a net upward force on liquid till the entire tube is failed. So the height of the water column will come to 30 cm.

Hence, the length of the water column becomes 30 cm.
