Reaction takes place as follows.
Cl2(g)+H2(g)2HCl(g)
1 mole of chlorine reacts with 1 mole of hydrogen.
No. of moles of chlorine =7.135.5=0.2
No. of moles of hydrogen =62=3
Thus less no. of moles of chlorine are present to react with 3 moles of hydrogen present so it is a limiting reagent.
