The correct option is A 3.21
$Starting winding current I_{s} = 3 ∠ - 15 ° A = (2.9 - j 0.78) A$

$Running winding current I_{m} = 5 ∠ - 40 ° A = (3.83 - j 3.21) A$

The components of running winding current that lags behind the supply voltage by $90^{\circ}$
$= Reactive component of running winding current$

$= 3.21 A$
