Actual cost of sugar $=28-5=Rs.23$

Let the shopkeeper paid $Rs.x$ for it.

Therefore,

$x+\frac{15}{100}x=23$

$\Rightarrow x=\frac{23\times 20}{23}=20$

Hence the shopkeeper paid $Rs.20$ for it.
