The correct option is B 8×1018
In 1 second the bulb would consume 40J of energy, out of which only 6% is radiated as red light
In other words only 2.4J of energy is red light.

Each photon of red light has (E) = hcλ ; where h is plancks constant, and c is the speed of light.

Number of photons is equal to the total energy divided by the energy of each photon = 2.4λhc
= 2.4650010106.6410343108 = 81018

So, the answer is option (C).
