Reason is clearly false because moment of inertia does not depend on angular velocity.
Now for assertion, increase in radius will be
ΔR=RαΔθ
ΔR=R×20×104×100
ΔR=0.02R
R=R+ΔR
R=1.02R
Initial MI be I then new MI will be (1.02)2I
New MI=1.0404I
Since angular momentum is conserved
I1ω1=I2ω2
ω1/ω2=I2/I1
ω1/ω2=1.0404=26/25
Therefore, ω2/ω1=25/26
