The correct option is C 16 %
Difference in the sum borrowed.
= $5000 - 4500$

= Rs. $500$
$∴$ SI on Rs. 500 for $3 \frac{1}{2}$ years is Rs.280.

$I = \frac{P T R}{100}$

$R = \frac{100 \times I}{100}$

$= \frac{100 \times 280}{500 \times \frac{7}{2}}$

$= 16 %$
