1. When a ball is thrown up, due to the gravitational force, the velocity of the ball decreases at the rate of 9.8ms-1s such that at the highest point, the ball comes to rest for a while.

2. Due to the rest position, the speed of the ball becomes zero.

Hence, when a ball is thrown up with a speed of 9.8ms-1 , the speed of the ball at the highest point is zero.
