As both the balloon and body are moving upwards together, the particle will initially have the velocity of the balloon before falling.
Assuming upward direction to be positive,
Initial velocity of balloon is +5 m/s

Using second equation of motion s=ut+12at2, we get
h=5×31210(3)2
h=30 m
