$ϵ_{l} = ϵ & ϵ_{v} = 0.4 ϵ$

$\Rightarrow ϵ_{v} = ϵ_{l} (1 - 2 μ)$

$\Rightarrow 0.4 ϵ = ϵ (1 - 2 μ)$

$\Rightarrow 2 μ = 1 - 0.4$

$μ = \frac{0.6}{2} = 0.3$
