Considering situation when barometer is not kept in elevator.
Patm=PA=PB=PC=ρgh(1)
Let's consider the case when barometer is placed in the elevator accelerating upwards with acceleration a.

PB=ρgeffh=ρ(g+a)h(2)
Since barometer always reads the atmospheric pressure which remains constant in both cases, height of the mercury column changes.
Thus equating (1) and (2),
ρgh=ρ(g+a)h
h=hgg+a
Since gg+a<1
h<h
Hence height of Hg column will be less than 76 cm when the elevator is accelerating upwards.
