Let r be the radius of the wheel circumference of wheel / distance

covered in be revolution = $2\pi r$

$=2\times \frac{22}{7}\times r$

Total distance covered$=2\times \frac{22}{7}\times r\times 5000$

in 5000 revolutions.

A.T.Q $2\times \frac{22}{7}\times r\times 5000=11km=11,000m$

$r=\frac{11,000\times 7}{5000\times 22\times 2}=\frac{7}{20}$

r = 0.35 m

diameter = $2\times 0.35m$

= 0.7 m = 70 cm
