We know for uniform circular motion
Centripetal acceleration, aC=mv2r

From FBD,
Along x axis,
N=mv2r
Along y axis,
f=mg
We know that,
Frictional force, f=μN
mg=μ(mv2r)
v=rgμ
=16×9.80.2
=28 m/s
Minimum speed of biker should be 28 m/s such that friction will be sufficient to balance weight in y direction.
