$7\sqrt{2}$

To cover $\frac{3}{4}$th of the circular path, the block will move from point A to point B, as shown in the figure below.

The displacement will be given by

Displacement $=\sqrt{7^2+7^2}$

$AB=7\sqrt{2}m$

Time =1 s

velocity $=\frac{AB}{t}=\frac{7\sqrt{2}}{1}=7\sqrt{2}m/s.$
