Let Vb be the velocity of the boat in still water and VR be the flow speed in the river.

For downstream:
Vb+VR=Vrel
Vb+VR=xt1.....(1)

For upstream:
VbVR=Vrel
VbVR=xt2......(2)

Adding equations (1) and (2), we get:
2Vb=xt1+xt2
2Vb=x(t1+t2t1.t2)
but, xVb=t
t=xVb=2t1t2t1+t2
