Doing so the side which is rubbed becomes shinier and when the ball leaves the hand of the bowler the air on this side of the ball flows smoothly creating a low pressure area on this side while the other side which is rough the pressure on that side is more and hence when the ball is thrown the ball swings in the direction of the side which is shinier.
