Given : $V_{A} = 60$ km/hr $V_{B} = 40$ km/hr
Relative velocity of A w.r.t B $V_{A B} = V_{A} - V_{B} = 60 - 40 = 20$ km/hr
No, it would not change if B is ahead of A.
