As the car is moving with a uniform speed then v1=v2 where v1 and v2 are the speed of the car at an angle 1800 and
900 with respect to the center of the circular motion.
Now the magnitude of change in velocity of the car at an angle 900
=√v21+v22−2v1v2cosθ
=√2v
Thus the minimum speed of the car must √2 times the speed of the car
