12 .5 minutes


The relative distance between the cat and the dog is 25 leaps. Now, since one leap of the dog is twice with respect to one leap of cat , the time it takes for the cat to cover 3 leaps will be same as the time is taken by the dog to cover 5 leaps. Thus after 1 min, the cat will be 23 leaps away from the dog. After 2 minutes, the cat will be 21 leaps away. After 3 minutes, the cat will be 19 leaps away. Following this pattern, the dog will catch the cat in 12.5 minutes.
