A change that affects the body cell has effect on the organism where the change is induced but is not transferred to the progeny. This is because body cells do not take part in gamete formation. However, if the same change occurs in the genetic material of those cells that form gametes then, it will be observed in the progeny.

Radiations were mutagens that had affected the body cells as well as the reproductive cell. So, when gametes were formed after the genetic change had taken place were not only observed in the immediate progenies but for many generations.
