An uncharged body carries equal amounts of positive and negative charges.
A charged body contains an excess amount of positive or negative charge.
Let us consider a positively charged body, A. It produces an electric field in the region around it. When an uncharged body, B, is brought near it, the negative charges in B move towards A while the positive charges in B move away from A.
Since the strength of electric field is inversely proportional to the square of distance, the attractive force will be stronger than the repulsive force.
Similarly, the attractive force due to a negatively charged body will be stronger than the repulsive force.
Therefore a charged body will attract an uncharged body.
