A neutral body contains an equal number of positively and negatively charged particles (protons and electrons).
As number of protons is greater than the number of electrons, we need extra electrons to neutralize it.
Let the number of electrons required = x.
For neutral body,
Electrons - Protons = 0
(9 + x) - 13 = 0
x = 13 - 9
= 4
Therefore, the number of electrons required to neutralize the body is 4.
