From equilibrium of forces,

T sin θ=Fe and T cos θ=mg

tan θ=Femg (1)

Also, from the diagram,

sin θ=2440sin θ=35θ=37 (2)

From (1) and (2),

tan 37=q×4×1041×103×10

34=q×4×1041×103×10

q=1.9×107 C
