Radius of outer circle = 14 m

Area of lawn = Area of whole garden - Area of water body

$= π 14^{2} - π 7^{2}$

$= π (14^{2} - 7^{2})$

$= \frac{22}{7} \times 21 \times 7 = 462 m^{2}$
