$Resistance offered by weld per unit length$

$= \frac{2 t_{e} f_{u}}{\sqrt{3} γ_{m w}}$

$Internal hoop force causing bursting of pipe$
$= \frac{P_{u} d}{2}$

Hence,
$\frac{P_{u} d}{2} = \frac{2 t_{e} f_{u}}{\sqrt{3} γ_{m w}}$

$\Rightarrow \frac{P_{u} \times 1.5 \times 10^{3}}{2} = \frac{2 \times 0.7 \times 8 \times 410}{\sqrt{3} \times 1.25}$

$\Rightarrow P_{u} = 2.828 N / m m^{2}$

$∴$ Safe internal pressure
$= \frac{2.828}{1.5} = 1.885 N / m m^{2} ≃ 1.89 N / m m^{2}$
