a concave mirror when used in reflectors as torches,reflect rays of light beams.isnt it like it must converge at a point?

When a concave mirror is used as the reflector in torch or head light of a car the source of light ( bulb ) is placed at the focus of the mirror so that after reflection the rays emitting from bulb form a parallel beam of light which increases the range of vision of the driver. These rays not converge because the source of light is placed at the focus of concave reflector.
