If lv, the area swept by the rod will be zero i.e, A=0.

So, the change in the flux will also be zero, i.e, dϕ=0

The emf is induced in the rod moving with constant velocity v in a magnetic field B is given by

E=(v×B)l

E=(vBsinθ)lcosϕ

here,
θ= angle between v and B
ϕ= angle between (v×B) and l

So, when v||l & l||Bϕ=90

E=0
Similarly, when v||Bθ=0
