The correct option is C $\frac{I S}{A}$
Electric field is given as $\frac{V}{L}$
$V$ can be found from ohm's law:

$V = I R$

We also know relationship of resistance with specific resistance $S$
$R = \frac{S L}{A}$

$V = I \frac{S L}{A}$

$E = \frac{V}{L} = \frac{I S}{A}$
