Endarch condition means protoxylem (newly formed xylem) is at centre while metaxylem (old formed xylem) is at the periphery. While the scattered arrangement of vascular bundles is found only in Monocots as we know that dicots have a conjoint and collateral arrangement of vascular bundles.
So, the correct answer to the question is 'Monocot Stem'.
