$\therefore$Volume of the cubical box
= $(24{)}^3=13,824{\text{cm}}^3$
Length of soap ($l$) = 6 cm
Breadth of soap ($b$) = 4.5 cm
Height of soap ($h$) = 40mm = 4 cm
Volume of soap $=l\times b\times h$
$=6\times 4.5\times 4$
$=108{\text{cm}}^3$
$\therefore$ Number of soaps can be put in box
$=\frac{\text{Volume of box}}{\text{Volume of soap}}$
$=\frac{13,824}{108}$
$=128$
Hence, 128 soaps can be packed in the box.
