We know that, fractions are a part of whole.

Part of cup filled + part of cup not filled = 1 (Whole part of the cup is 1)

Given, part of cup filled with water = 1 quarter
Four quarters represent one whole.

Remaining part of the cup which is not filled by water

= Whole part of the cup - part of the cup filled with water

= 4 quarters - 1 quarter
