Using Ampere's law on the amperian loop of radius r centered at the axis of the cylinder is:
B.dl=μ0Ic

For inside point, r<R
B.dl=0

or B(inside)=0

So, magnetic field at all the points lying inside the shell is zero.

For outside point, r>R
B.dl=B.(2πR)

or B(outside)=μ0I/2πR

So, magnetic field strength is maximum just outside the shell i.e. at r=R.
