We know
$weight=mg=v\times d\times g$
$\Rightarrow weight\alpha d.....\left(1\right)$
$FB=v\times d_L\times g\Rightarrow FB\alpha d_L....\left(2\right)$
Given,
$d>d_L\Rightarrow weight>FB\therefore$ cylinder will not move up.
