Ratio of heat produced in the two resistances in the same time interval,

$\frac{H_1}{H_2}=\frac{i_1^2{R}_{1}t}{i_{2_{rms}}^2{R}_{2}t}$

$\Rightarrow \frac{H_1}{H_2}=\frac{2^2\times 2\times 2}{2^2\times 1}=\frac{4}{1}=4:1$
