(a) A chemical equilibrium is a state condition in the course of a reversible chemical reaction in which no net change in the amounts of reactants and products occurs.

At chemical equilibrium,
Rate of forward reaction = Rate of backward reaction

(b) Chemical equilibrium is dynamic in nature since both forward and backward reactions occur with the same speed (or same rate) at all the times. Neither the forward reaction nor the backward reaction has stopped even they seems to be stopped.
