The correct option is A 24 rad s1
When there is no external torque then the angular momentum remains constant.
i.e. r=0dLdt=0
I1ω1=I2ω2 ...(i)
Here M = 2 kg, m = 0.25 kg, r = 0.2 m, ω1=30rads1
Hence, putting the value of ω1 in Eq. (i), we get
12×2×(0.2)2×30=12×(2+2×0.25)(0.2)2×ω2
1.2=0.05ω2
ω2=24rads1
