From the law of energy conservation,the potential energy of the block gets converted to kinetic energy of block and pulley:
mgh=12mv2+12Iω2 where I is the moment of inertia of pulley=12mR2
Also, v=Rω
mgh=12mv2+12(12mR2)(vR)2
mgh=12mv2+14mv2
mgh=34mv2
v=4gh3
