When he buys 100 kg of things with the false balance, the dishonest dealer actually gets = 110 kg of things.
While selling, he actually sells = 100 - 10100× 100 = 90 kg
So, profit = 110 kg - 90 kg = 20 kg
Profit percentage = 2090×100% = 22.22%
