The ability of diver to cut through water in the swimming pool shows that matter is made up of particles. In solids, particles are tightly bound; in liquid, particles are loosely bound and have space between them and in gases, particles are far apart and are most loosely bound.

Since, water is in liquid state, thus the particles have space between them and diver is able to cut through water easily.
