(b) (i) $C{H}_{3}I$
Because $I^{-}$ ion is of lower electronegativity and bigger in size than $C{l}^{-}$ and, therefore, is a better leaving group.

(ii) $C{H}_{3}Cl$
Because of steric hindrance of larger $(C{H}_3{)}_{3}C-$ group attached to Cl in $(C{H}_3{)}_{3}C-Cl$ than $-C{H}_3$ group in $C{H}_{3}Cl$.
