Integer are whole numbers which are in negative direction also. On the right side of zero we have positive integers and on the left side of zero we have negative integers.
Below sea level means $- 8$ as an integer, Above sea level means $+ 8$ as an integer.
$- 8$ and $+ 8$ both are at equal distance from $0$
Hence The diver and the Balloon are at equal distance from sea level.
